Blocks ranked from highest to lowest occupancy. A higher percentage means more of your neighbours have moved in. Blocks 21 (Victoria) and 29 (Atlanta) are still under construction.
Every unit on the estate, organised by block and floor. Coloured units are occupied; faded units are vacant. A small green dot means we have the owner's contact; a red dot means we don't yet. Click or tap any unit to see the owner's initials.

Updated all official records of KHOA with the Registrar-General's Department. The Association is now formally recognised as the homeowner body for Rehoboth Knightsbridge Estate.
Full Constitution and Bylaws developed and reviewed by homeowners. Key milestones achieved: CAM stabilisation period approved, no-pet policy approved. Constitution is now in full effect.
We are negotiating the formal agreement for estate management handover, completion of outstanding works, homeowner documentation, and the financial arrangement between KHOA and Rehoboth.
KHOA manages the estate. Homeowners choose the facility manager, set budgets, and control all services. Transparent finances. Accountable leadership. A properly run estate that serves its residents.
And to complete Step 3, we need your input tonight.
| The Root Problem | The Consequence | Our Solution |
|---|---|---|
| Developer did not complete what was promisedUnfinished common areas, missing meters, incomplete blocks, infrastructure gaps in Blocks 28, 29 and 30 | Everything that needs fixing costs moneyMeters, painting, CCTV, solar lights, water systems, security, sanitation. None of it is free. | Master Agreement holds the Developer accountableDeveloper must complete outstanding works and install meters at their own cost. |
| No homeowner databaseWe do not know who owns what, who is paying, who is not. We cannot plan or collect effectively. | Cannot reach homeowners, cannot collect feesLow collection rate means the estate cannot fund its own operations. | Developer provides full databaseEvery unit, every owner, every status. This is non-negotiable. |
| Homeowners reluctant to engageSome avoid contributing because they do not want issues with the Developer, or they feel nothing will change. | Low participation stalls everythingWithout collective action, nothing improves. The estate stays stuck. | Formal agreement protects everyoneA signed agreement means clear roles, clear rights, and no ambiguity for anyone. |
| No formal relationship between KHOA and DeveloperEverything until now has been informal. No accountability on either side. | Disputes have no resolution pathWhen things go wrong, there is nothing to point to. No agreement means no recourse. | Master Agreement creates the frameworkClear terms, dispute resolution, quarterly reviews, joint committee. Both sides are accountable. |
Full operational control of the estate to KHOA. They are open to stepping back from day-to-day management.
Full list of all homeowners and unit statuses to be shared with KHOA.
No requirement for Developer involvement in daily operations. They recognise homeowners should run their own affairs.
A percentage of the net surplus after all operational costs are covered. Not from the gross amount you pay. We discuss this in a dedicated section.
At this initial stage, no additional conditions or requirements were raised.
Security, sanitation, maintenance, landscaping. All services under KHOA's sole authority. KHOA appoints, supervises, and if necessary replaces the facility manager and all service providers.
KHOA will not take on any contracts, debts, or obligations the Developer entered into before this agreement. Any legacy liabilities remain with the Developer. We start clean.
The Developer must complete what was originally advertised and sold to homeowners:
Subleases, site plans, and Lands Commission filings must be available to homeowners on request. Access should not be tied to any fee. If the Developer wants to offer a documentation processing service, that is fine, but it must be voluntary.
Every unit, every owner, every status. Shared with KHOA within 30 days of the agreement and kept current with quarterly updates.
Quarterly review meetings between KHOA and the Developer. A joint working committee for ongoing matters of shared concern. Clear communication channels and mutual accountability.
Rehoboth has proposed receiving a percentage of any surplus remaining after all operational expenses have been fully settled. To be clear, this is only from whatever is left over after the estate's running costs are covered. Not from the total amount you contribute.
The Executive Council has not agreed to this.
We brought it back to you because this is your money and your decision. We need you to tell us how to proceed.
Notes from discussion:
The working committee will comprise Executive Council members and representatives from Rehoboth, with legal counsel from both sides.
We are inviting up to two homeowners to join the Executive on this committee and see the negotiation through to its conclusion.
Preference will be given to at least one lawyer or legal professional, given the nature of the agreement being negotiated.
This agreement will shape how our estate operates for years to come. Your participation tonight and your continued engagement are what make this possible.
