📊 What is this?

This dashboard shows the occupancy status of every unit across all 11 blocks on the estate. It helps us understand how many neighbours have moved in, how many units are still vacant, and where we stand as a community. The data comes from the developer's database and block representative reports.

🔒 A note on privacy

To protect homeowner privacy, we display initials only (e.g. "T.A." instead of full names) and do not show phone numbers. Where we have a title on record (Mr., Mrs., Dr., Prof.), it appears alongside the initials. The full database is held securely by the Executive Council and is not published.

Full Homeowner Control

KHOA manages the estate. Homeowners choose the facility manager, set budgets, and control all services. Transparent finances. Accountable leadership. A properly run estate that serves its residents.

The Problem We Are Solving
Most of the challenges on this estate come down to a few root causes. Understanding them helps explain why the Master Agreement matters, and why your CAM and CAPEX contributions are not optional.

Your CAM and CAPEX contributions are what fund the solutions. The Master Agreement is what holds the Developer to their obligations. Both are needed. Neither works on its own.
What Rehoboth Communicated
The meeting on 19 May was an introductory conversation. Both sides came to understand each other's positions. No terms have been agreed. This is the beginning of a negotiation, not the conclusion of one.

Willing to hand over facility management

Full operational control of the estate to KHOA. They are open to stepping back from day-to-day management.

Willing to provide the homeowner database

Full list of all homeowners and unit statuses to be shared with KHOA.

Comfortable with KHOA managing independently

No requirement for Developer involvement in daily operations. They recognise homeowners should run their own affairs.

Requested a share of CAM surplus

A percentage of the net surplus after all operational costs are covered. Not from the gross amount you pay. We discuss this in a dedicated section.

No other major demands

At this initial stage, no additional conditions or requirements were raised.

Positions Being Advanced by the Executive Council
These are the positions we intend to put on the table. They reflect what homeowners have consistently raised over the past year and the issues identified during the Constitution review process.

Full Estate Management Control

Security, sanitation, maintenance, landscaping. All services under KHOA's sole authority. KHOA appoints, supervises, and if necessary replaces the facility manager and all service providers.

No Inherited Debts or Liabilities

KHOA will not take on any contracts, debts, or obligations the Developer entered into before this agreement. Any legacy liabilities remain with the Developer. We start clean.

Completion of All Outstanding Works

The Developer must complete what was originally advertised and sold to homeowners:

  • Completion of blocks still under construction (Blocks 21 and 29)
  • Finishing of common areas in inhabited blocks that were left incomplete
  • Resolving the electrical infrastructure issues in Blocks 28, 29 and 30, which have underlying supply problems that go beyond individual meters
  • Installation of individual electricity meters for all units in Blocks 28, 29, 30, and any other units across the estate without meters, at the Developer's cost

Unrestricted Access to Property Documents

Subleases, site plans, and Lands Commission filings must be available to homeowners on request. Access should not be tied to any fee. If the Developer wants to offer a documentation processing service, that is fine, but it must be voluntary.

Complete Homeowner Database

Every unit, every owner, every status. Shared with KHOA within 30 days of the agreement and kept current with quarterly updates.

Structured Ongoing Relationship

Quarterly review meetings between KHOA and the Developer. A joint working committee for ongoing matters of shared concern. Clear communication channels and mutual accountability.

The CAM Surplus Question
This is the one item where we need a clear direction from you tonight. The Executive cannot proceed on this point without knowing where homeowners stand.

What Rehoboth is asking for

Rehoboth has proposed receiving a percentage of any surplus remaining after all operational expenses have been fully settled. To be clear, this is only from whatever is left over after the estate's running costs are covered. Not from the total amount you contribute.

The Executive Council has not agreed to this.

We brought it back to you because this is your money and your decision. We need you to tell us how to proceed.

If you support it in principle, we negotiate the percentage and structure with Rehoboth.
If you do not support it, we take that position into the negotiation and push back.
If there is no consensus tonight, we put it to a formal vote with a defined voting window.
Whatever you decide tonight is the position we take to the table. The Executive will not commit to any arrangement without a clear mandate from homeowners.

If there are issues you believe should form part of this agreement, concerns relating to promises or obligations that remain outstanding, or suggestions regarding how the relationship between homeowners and the Developer should be structured going forward, please raise them now.

Call for Volunteers

The working committee will comprise Executive Council members and representatives from Rehoboth, with legal counsel from both sides.

We are inviting up to two homeowners to join the Executive on this committee and see the negotiation through to its conclusion.

Preference will be given to at least one lawyer or legal professional, given the nature of the agreement being negotiated.
